Despite that strict criteria and legislative authority (LAWS), the program did not follow them and they removed / discharged / revoked (the term from the law)) over 60K veterans from the program between 2013 – 2017. The expansion will permit other eras to apply, but VA created a whole new set of rules that are outside their authority (restricting the program to only those veterans with a 70% rating), that will choke the program off.
